1- User should not be able to install New Extension on browser but existing Extension should work Both for chrome and Firefox.

There is no way to automatically bless what is already installed. You would need to manually bless everything that is currently installed with a Configuration Profile or it will be removed when you start disallowing users from installing extensions.
