Configuration Profiles - Can't see user list in exclusion

Hi,

I want to to create a user-level Configuration profile. Within Scope, I have selected all users, but I want to exclude a certain local administrator's account. When I edit the scope, I can see user list within Target. But in exclusions, I cannot see the user list. I can only see Computers, Buildings, Departments, etc.

Is there a particular place I have to create a list of users for it to show up and I can select it?

Actually, never mind. I just needed to select User-Level to apply profile within general screen.
