We have been using the method of converting pre-installed apps on iOS/iPadOS devices from unmanaged to managed for some time now. However, in 11.3, we see that these conversions no longer seem to happen even though the app is correctly scoped. Is this a new bug? Has anyone else noticed this?

Converting unmanaged apps to managed no longer happens in 11.3?
+7+7I have a hunch this behavior changed to to the follwing fix that was introduced in 11.3 - but I'm interested in someone elses theories than just my own.
PI110981: When calculating the scope of volume purchase apps, Jamf Pro no longer incorrectly removes them from target devices that previously had them installed.
