Create Jamf User account not in LDAP

We going to be deploying iPads and will be creating a unique apple ID for each iPad. (used for VPP)
Since these iPads are used by more than one person we would also like to create a Unique user account in JAMF that is not tied to LDAP for each iPad.
Im not sure if I am missing something but I do not see an option in JAMF to add a User account, only JSS User Accounts.

The User account is created when a device is assigned to someone under the 'User and Location' field
By default that information is filled in via an LDAP lookup upon enrollment, however, it can also be manually filled in to create a new user in the 'Users' section to use with VPP.
