I have an app that I want to make available for a several departments in self service. I have another department that wants the app installed automatically. Is there a way to do this with JAMF Pro?

You should be able to create a separate instance of the app in the app catalog and set one to install automatically and the other to be available in self-service. Just set the scope for each app accordingly.
It was is a free app purchased via VPP. How can I get tit to show up twice in the app catalog?
just search for the application then add a new instance with a different name such as above.
