Is there a way to disable Password Manager in Settings? I don't want users to be able to view passwords nor add a password to the password manager for iPad/iOS devices.

+26I think the closest you can get is disabling the Password auto fill with a configuration profile.
However, it is generally a security concern to remove all password managers as users are far more likely to use insecure passwords, write their passwords down and reuse passwords if they don't have a tool that can save and manage passwords. I recommend only disabling untrusted password managers.

Would iOS 18 make a difference? They are separating the Passwords section into a standalone app which can then be restricted then? I assume there's no way to do it for iOS 17 though.

I have not seen any changes to this behavior, but everything should be documented on Apples developer page linked below.
+3Not sure if it is what you are looking for but I hide the Passwords app. This works on iPadOS Version 18.1.1:
In Jamf Pro
Under Options
Click on Restrictions
Click on Apps
Scroll down to App usage
Click the add button
Enter the app name: Passwords
Scroll down till you see Passwords +
Under Byndle ID
Enter com.apple.Passwords
Save and now it should hide the app.
I just wish I could hide the Settings app.
