Hello - we have iCloud accounts disabled for our staff. However, many of them would like to use Apple Music as a quality of life issue, and some have a longstanding workflow of purchasing music from iTunes for work functions. In my restrictions profile I have "allow Apple Music" checked, however, in my testing I still cannot log in to either Apple Music with a subscription account, or even the iTunes section of the app. 


Is there a way to enable Apple Music and iTunes for users without enabling iCloud accounts?

iTunes is dead, and has been for years; at least on macOS.
For the Music app, aside of basic listening to saved audio files, it does need an iCloud Account.

Can they use music.apple.com and login there as an alternative to using the Music app?

I know what you mean, however, iTunes is still a tab that is available within the music app. These users in particular have a purchased library.

It seems they can, to use an Apple Music subscription - it wants to open the Music App, but it seems they can just use the browser. Purchased music seems to be the issue. They see that iTunes is "available" and they want to access their purchased music and purchase individual tracks.

Ya, if they want to access purchases, that is tied to their Apple Account. The only way to access something tied to an Apple Account is to log in to the Apple Account. Honestly, it may be best to block the Music app and tell them to use the website.
