This ERB Secure Browser app require Screen Time permission. Our students are standard account. Is there a way to allow Screen Time or any ways to solve it?

Screentime is a part of Parental Controls, there is nothing MDM Can do about this as apple has not built anything to manage or override Parental Controls in the MDM framework.
