How do I add a EULA (Our own) agreement at the login screen?

Do you need it at the login screen or is it ok after the user enters the password and gets the EULA and needs to click on I agree before proceeding?
I have the latter working with a script and it's been working fine till now. Let me know I can clean up the EULE part and post the script if you need it.
