I’m trying to add iOS update compliance to jamf when the iOS device is first setup. So if the iPhone is on 15.4 it will check and say device needs to be updated to 16.0.2 whatever.. is this something I can do or anyone have any experience with this?

Not directly, no. But you can create an annoyance that nags the user to upgrade ASAP by using the auto management feature of a smart group. For instance, you can create a smart group that matches devices with a lower than X OS version. If you create something hideous but informative, users usually upgrade shortly after. Then you will need to have another smart group for compliant devices (where OS version is higher than X) that sets a nice and comfy background image. :)
