Granting rights to edit user and location fields ..

Settings > System > User accounts and groups

Select the User/Group to be modified

Privileges > Jamf Pro Server Objects > Computers

they will need view and update

Worth noting that this gives access to edit all data under computers not just the users and locations section.

The group I tested on was given read access to everything my testing did not require any additional privileges to be given.
