Go to Settings -> General -> Keyboard -> Keyboard...
You can add new keyboards here. When you hitting the global Key, you can switch between the keyboards that were installed.

This is one by one process right? do you have any bulk action for this ?

Did you ever get a resolution? Does jamf support pushing these alternate keyboards to ipads?
