You should be able to do this with a script, I would defer to your IT support team for assistance or reference a LLM to have it give you a template. 

You can use online CSV to VCF converters. Make sure your CSV has proper headers like Name, Email, etc. Tools like Google Contacts help export clean VCF files too.
