I am allowing Touch ID but the System Preference is still grey, I checked the restriction and its allowed but the System Preference is still greyed out. What am I missing?

Hey,
Did you set System Pref. Restriction to allow/disallow "Password"? this is what controls the Touch ID pane in System Pref.
Functionality tab for Touch ID is the actual operation of Touch ID.
