Click on “edit” on the VPP app then click on the “Force Update” button - assuming have “Schedule Jamf Pro to automatically check the App Store for app updates” selected as it only validates the latest available version to be in the JAMF store to be pushed.

The “Force Update” checkbox automatically forces the app to install on scoped devices as soon as a new version is discovered by the JSS. The “Force Update” button is a one time thing.
