I have jamfpro allow the camera only in specific specific apps, and disable the camera in the browser and others at all.
However, Disabling the camera will also prevent third-party apps from using the camera.
How do I deal with this?

It would seem that its an all or nothing situation with the MDM protocol:
https://support.apple.com/en-gb/guide/deployment/dep0f7dd3d8/web
Use of cameras | iOS 5 iPadOS 13.1 | This restriction is deprecated on unsupervised devices and will be supervised only in a future release. | Cameras are disabled and the Camera icon is removed from the Home Screen in iOS and iPadOS. Users can’t take photographs or videos. |
I don't think so we can disable the Camera based on the Apps.
Either you can completely disable it or allow it.
