We are having this issue too but its with existing iPads that weren't wiped. The apps appear to be updating but they never do anything.

iPad erased, and re-enrolled
was installing apps assigned to scope of the earlier user/device groups?

I do not. This is just becoming a noticeable problem within the past few days.
