I need an iOS emulator i can enroll it with Jamf for testing. Any idea ?

No sorry, the closest you will get officially is developer / testing of ios apps in Apple's simulator

The big 3rd party offering was / is Correllium who Apple just lost in court to for the right to emulate iOS hardware. Hope that helps somewhat,

Oh sorry, yes there are also online / cloud hosted offerings but I've never tried myself.
