iOS: Web Content Filtering Whitelisting sites

With a jamf configuration profile, is it possible for web content filtering to only allow urls starting with for example www.youtube.com but blacklist all other sites?

You can whitelist pretty much anything you want. However, this payload does not support wildcards. So you will need to specify each individual side/video you want your users to have access to. I have a feeling this would get out of hand very quick unless you bring in a 3rd party tool.

The 'Content Filtering section within your Configuration Profile allows for this. 

You can set Safari to only allow sites that you list.
