Does anyone else get the Device is busy, will try again response or just stays pending when pushing configurations to a locked ipad or iphone? Even update inventory just stays pending. This is by design. The MDM framework is...sleeping? in that state. It should say something like device is busy or pending or something.
Now this isn’t always the case - depending on how long it’s been on the lock or whatever.

When the device is in sleep mode, the internet connection will not receive push configuration updates from the MDM.
This also applies when you are using iPad Mirroring connected to an Apple TV. If the iPad goes to sleep, the connection will be disconnected immediately.
The possible solutions are to extend the lock screen or sleep timer according to your needs (while considering device and data security), or simply wait until someone unlocks the iPad, after which the device will receive the configuration update from the MDM.

I think it is correct that this is by design. I did have something like this where I tricked the device to checking in using an ethernet adapter connected to wired internet access. You can find these on Amazon for both Lightning and USB-C. Remmeber to connect the ethernet to the adapter first and then to the iPad.
