Are you cloud hosted or on prem? Jamf Cloud does not have any reported outages, but if you are on prem you could have local problems.

same issue today with jamfcloud for both production and sandbox account.
even faced slowness on enrollment also where it takes time to get the configruation profile and package to deploy
