No, Apple is actively sabotaging this, just like you can't MDM enable camera or microphone access for colab apps. Heck you can't even force enable Location services themselves during startup - if you choose to skip the Location services setup, they will be disabled on the machine.
You may be able to circumvent it by deploying some fancy scripting, but it might be difficult to run it before Jamf Connect starts...
