Jamf Mac apps stuck on in progress

Hey everyone, new jamf admin here who inherited a mess and is trying to clean it up. I was hoping someone knew how I would be able to find out why my Mac apps are not downloading/installing to any devices. We used the cloud DP to install these apps and for the most part they would install with no real issue but over the last 2 weeks all of them seem to be stuck on “In Progress” and nothing we do moves it along. 
Does anyone have any advice on how I can find where the bottleneck is or point me in the right direction? I believe it may have to do with an outdated version of jamf connect that the previous tech never updated but since I’m still pretty new I am not sure. 
We’ve already checked the APN as well as making sure we have enough licenses but for some reason no apps want to download or install on any of our managed macs.

Are these VPP apps?  Jamf App Catalog apps?  Policy apps?  

What’s the status of your device?  Is it checking in?  Inventorying?

Jamf Apps and VPP are both stuck on the install, for example I scoped the Configurator to a Mac mini I use for testing yesterday morning and it has not installed it yet and for something like google chrome I tried to put it into Self Service for manual install but it just gets stuck spinning.

So for clarity, you configured the VPP apps to have licenses (even free) and those were “purchased/added” via Apple Business correct?

Yup my Sr did that for the apps and before I went on Vacation mostly everything was working well, but now we have a ton of config profiles, policies and app installs (VPP/Jamf) that are all stuck “in progress” granted we inherited this mess from an old tech who didn’t do a great job of upkeeping the system so I am simultaneously putting out fires as they come up and trying to make sense of what we need and don’t need. For example for some reason we have like 3 Jamf Connect 2.xx versions in policies and SelfService+ enabled which I don’t even think are compatible

If they are ALL showing in progress - check your APNS certificate and location certificates.  Also check your jamf license code.  Make sure everything is up to date.
