Jamf Pro API Permissions To Move Users To Static Group

What permissions would a Jamf Pro standard user account need to have to only be able to add or remove users from static groups using Jamf Pro API?
+26I don't think API can perform PUT or DELETE functions with static groups. At a guess I would assume it would be ability to modify users, and user groups.
