If we go with the JAMF Pro Cloud option does the SCCM Proxy Server component live on the cloud as well or is that component installed somewhere on premise?

I would assume that it is installed on premise, as it needs to be installed on a windows server, see https://www.jamf.com/resources/product-documentation/sccm-plug-in-user-guide-version-3-60-0/
