I was wondering if there is a way to setup classroom without having to create user accounts for students and teachers? We really on use iPads for 5K and 1st Grade.

To my knowledge, if you want the devices to be managed, you need to have some sort of 'user' assigned in Jamf School. And of course, you'll need an Apple ID to set up the iPads.
The only thing it costs is time and if you set Jamf School to be you SFTP source for ASM, it should upload the Users and create your Apple IDs for you.
