Hi, to disable access to Utilities just create Configuration Profile with Restrictions enabled. On the Applications tab of Restrictions you can disallow certain folders and apps - put Utilities there, then save and scope it.
Not sure about LaunchPad layout though, but as an alternative Dock definitely can be configured the way you want via Configuration Profile as well.
