Has anyone encountered this issue when trying to use 'Local Login' with Jamf Connect?

It has been working fine for me up until now. I didn't make any changes to the config profile so I'm not sure how this has happened.

Double check the configuration profile. Remove and reapply if no changes were made.

If the user is traveling and doesn't have access to the Internet and clicks the "Local Login" button and the account is restricted, the user's computer is effectively bricked, with no access to the config file.

That is a risk you take if you enable that configuration. Jamf Connect supports offline MFA which would be a lot smarter that outright blocking offline logins.
