Why not use a command prompt within softwareupdate tool of 
softwareupdate -i --safari-only

 

That URL is going to change with every update.

Use what you prefer. Some people like to deploy packages via Jamf Pro.

Some networks have enough SSL inspection etc to interfere with Apple's SWU.
