Hi folks, I see a lot of useful options in the "managed preferences" section but I really don't know if we can use them as I couldn't find a way to actually see if the policy will run. Apart from that I'm not able to add the policy to my dashboard.

Would be great to know there is a way to use managed preferences. Perhaps I am overlooking a setting here?

By the way, I was looking for a way to set a default wallpaper on clients.

Be careful with managed preferences - MCX is deprecated sind 10.7 and support can be removed at any time by apple.
Use configuration profiles with custom payloads instead.

For the default wallpaper - just capture ~/Library/Application Support/Dock/desktoppicture.db and build a DMG with FUT and FEU ;)

They have a Scope section just like policies. That is how they get applied.
