I don’t know if this will work for your situation, but give this a try.
Go into Apps > Inventory > into the app > delete the scope > click Save
I don’t think there’s a way to bulk remove scopes, so you will need to do this for ALL the apps individually.]
There is a tiny gear icon to the right bottom of the ‘Options’ section. Click it and then click ”Permanently delete deferred items” (there is a bulk option for this step on the main Apps > Inventory screen once you select one or more app checkboxes. TBH, I typically just click the gear after removing the scope and hitting save.)
Then go to Apps > Inventory, select all the apps, and click ‘Resync licenses’.
I use a version of this method to clear out iPads that walk out the door with graduating seniors in one of our high schools. It seems to work for me to get the licenses back.

I just came back to say that the issue was the VPP token. I had done what you mentioned prior and it hadn’t worked but I was going through and noticed an incongruence where say maybe Adobe Illustrator had 1 license assigned and 49 available. But in ASM 1 was assigned, but 0 were available to that location. So my first thought is that something isn’t communicating quite right. All this to say that I removed and added again the VPP token and by going though and resyncing the licenses in School, the devices relinquished them back to be assigned to another location.
