I'm doing some testing before I roll out Jamf to all my Macs. I have a Lion VM in VMware Fusion, it enrolled with JAMF but no Configuration Profiles beyond the MDM profile were installed even although some profiles are applied to all computers. JSS 9.9.8

Out of curiosity, is your VM using a 12-character serial number? By default most pre-10.9 VMs will use a serial that APNs doesn't understand, which will cause that issue.
