We need to have a package installed on our Mac fleet, and while it works when the users get on VPN, the package fails when they are not on VPN.

It states could not mount from Xdistropoint.
That indicates the distro point is not available outside of your network. Tackle that and you'll tackle your problem.
Or stand up a cloud distribution point. If you're a Jamf Cloud customer you have access to the JCDS already and can enable that as a secondary distribution point to your on-prem, or the better option (unless you have bandwidth limitations at your offices) would be to convert over to only using the JCDS as a cloud distro.
+35Sounds like your distribution points are not publicly facing. What does the policy log say on a failed attempt? There should be information in the log as to why the package is failing.
+7I've done this many times, just make a network segment with the IP range for your Vpn. Scope it out to everybody but then limit it to the Vpn network segment. You can go a step further and make a smart group that is for computers that don't have this package installed and make them have an inventory update and trigger it for network change, that way it will get them right away when then get on vpn.
