Does anyone know of a way to prevent a specific local user account from logging in at the login screen without disabling the account? I'd still like this account to be able to accept authentication prompts from other accounts and su to them in terminal. Haven't been able to find any indication that this is possible.

One option would be to hide the target account, as indicated here:

https://support.apple.com/en-us/HT203998

That should prevent the account from appearing at the login window, but still make it available for other usage as you mentioned.
