I would like to deploy a policy on all devices that prohibits connection to unencrypted Wi-Fi.
Is there a way to accomplish this?

Sadly, no. You can set it up so that machines connect to the networks you specify but that’s as close as you’re going to get. You should consider an end point security like Jamf trust or something to help secure devices regardless of the network.
