reveals the following:

Looks like this was fixed in 9.61 and 9.62.
+17This is a known issue that we have filed under D-007767.

Essentially, we need to downgrade the following nss components, as the newest updates cause the JDS to be unable to enroll on a RHEL system:
yum downgrade nss nss-sysinit nss-tools nss-util nss-softokn

+9I believe https://jamfnation.jamfsoftware.com/discussion.html?id=11930 and this issue are not the same. https://jamfnation.jamfsoftware.com/discussion.html?id=11930 deals with access to a file while this issue deals with existence of a file. So I do not believe the workaround will work.
