Is there any option to play with Screen Saver time to enforce maximum minute and let users to set it up by themself, instead of enforcing a policy with fixed timing as attached screenshot?

If you don't enforce a setting, the user can configure it themselves. Simply un-scope the profile containing the "Start screensaver" setting. You can't enforce a setting and allow the user to configure a screensaver inactivity timer.

+3I have run into similar needs where I want to set an initial default setting, but allow the user to customize it later on if they wish. I just want it to start fresh at a certain standardized way before the user gets the computer.
So far, like jtrant mentioned above, I have not come across a way to do both.
