Shared iPad account needing verification

So we are enabling shared iPads and I have a mock student to login to the iPads to verify everything is working.

However I get a verification page for some reason.

Does anyone have an explaination as to what is occuring as I don't think this is going to be the best use of the shared iPad experience.

@anickless Looks like you did not set your mock student up as "Student" in Apple School Manager.

Thanks for the replies, we found out that we had a saturated network so the iPads timed out in contacting Apple so it jumped into this.
