+5Shared iPads can be configured with a quota to prevent it gets full quickly, could be on the teachers maneged IDs to bypass that quota or use the iCloud 200Gb on that account?
If I had 200Gb account but the shared iPad had 3Gb you can't move photos or videos from the iPad to icloud, it get full easly.

I would say use 2 different enrollment profiles. One for students, one for teachers, teachers having less accounts per device. This would lead to 2 types of devices in your school, student and teacher. Teachers would have more space. If you match this with high-speed network and larger storage iPads for the teachers, it should work well.
