can I set the permission to use Camera here? At the moment, when I activate the mode, and then try to activate the permission via app, the error message comes

I don't believe that is possible.  Apple has the Camera permissions restricted to just the end user controlling them for privacy reasons.  Although that is a pain for IT support I think it is a good thing for privacy.  You will probably need to manually set it from settings > app name on each device.
