Has anyone seen this pop up before?

We get this on random Mac's, possibly during new Safari Update.

    I have a remote user running into the same issue. Fresh installed macOS 10.14.6 as of a couple of weeks ago. I'm waiting to hear back on when the issue started to try to figure out what may have prompted it.
