System Extensions of os_x_configuration_profile lose payload information when uploaded via API

Hello,All.
I have created a profile via the GUI as follows, extract that xml data via the API.

Then I uploaded that xml data via API, However System Extensions payloads disappear as follows.

Is it impossible to upload System Extensions payloads via API?
