Update to a new OS out of the box?

I have several machines that are came from the factory with OS 10.11 El Capitan that I want to update to Sierra (not High Sierra). Can I deploy Sierra as a policy package to the computer and have it update the OS? If not, how can I do an OS update? They are in DEP.

My thought would be to, set up a smart group which recognises the following,
if macOS version is not like
if enrollment is DEP
if enrolled after date:
then apply the update policy package to the group.

(I haven't personally done it myself yet, but thats where my head is at).

I tried that with a static group on a test machine and it didn't work. The computer starts to boot, then shuts down, repeatedly.
