App assignment issue following purchase from Apple VPP

On more than one occasion following the successful purchase of apps from our VPP they will not install later on the iPad.
In the Managed Distribution area of our jamf setup we are seeing two error messages:
1) "Content Not Available To Assign To Mobile Devices"
2) "App Has Not Been Enabled By The Developer For Device Assignments"
