How to read http_proxy in Terminal?

For the life of me I can't figure out what keywords to use to find what I'm looking for. How can I read what proxy settings the system is using outside of the normal Network System Preference window? In Terminal there's the "export" option which sets the various proxies, but how can we then read what has been set before?

For some background, I have a couple devices that can't go anywhere in Safari when off VPN because they can't reach our internally hosted PAC file. One device has a cloud proxy client but still exhibits the behavior. We removed the "Automatic Proxy URL" in network settings but it persists. Chrome and Edge work, so this is Safari specific. When the PAC URL is configured this is actually expected behavior since it can't reach the PAC file and Chrome would actually be broken, but removing the URL should resolve this. 

Basically I'm trying to make sure there aren't any proxies/PSC URLs set anywhere else on the system.
