iCloud restore to IOS 10.0.1 fails

Have a few students that updated to 10.0.1 which caused their iPads to brick so we're trying to restore from iCloud backup. Once the student signs into their iCloud account and chooses their backup. The initial restore starts. It gets to the end and says "Cannot Complete Restore" and goes back to iCoud sign in.

Tried DFU restore. the iPad is on the correct IOS. Tried a different device.

Seems like there may be an IOS 10 restore bug? Anyone else come across this?

I saw this on my wifes personal iPhone. I opened a ticket on 9/17/16 with Apple and they said that they were having a widespread server issues with the iCloud restores. I haven't heard anything back from them as far as case updates.
