Mac unable to restart - pending logout policy check

We have a couple users reporting that they are unable to restart their Macs and get stuck at the "Checking for Logout Policies" before having to force shutdown the computer to be able to utilize it again. This is particularly troublesome when it comes to MacOS minor OS security and vulnerability updates that require a restart and they are unable to complete.

Has anyone experienced this issue or can point me in a direction to remedy.

I inherited this JAMF environment and have been having difficulty determining the cause. I have noticed there seems to be a "random delay" policy that runs excessively but I can't find it within our Policy list.

i.e. I'll run 'sudo jamf policy' and get the following result

This policy trigger is already being run: root 2136 0.8 0.2 4343956 25452 ?? Ss 9:30AM 0:11.92 /usr/local/jamf/bin/jamf policy -randomDelaySeconds 300
