No web server root directory /library/server/web

While troubleshooting http errors when running a cache policy I noticed no web server root directory /library/server/web
Does this mean Apache tomcat did not install correctly when JSS was installed?

I see the /library/jss/tomcat

Apache tomcat is a separate service so I don't think it uses / needs that directory. If you used the JSS installer, /Library/JSS is normal. If you did it manually it could be a slightly different path.

/Library/Server/Web would only be if you were using web services from Apple's server.app.
