Problem installing configuration profile

We're seeing some cases in our organization where 802-1x user certificates needed to connect to wifi get deleted when their keychain gets corrupted after password changes and we need to re-add them.

I'm trying to use the /usr/bin/profiles -I -F command to install a .mobileconfig file that downloads 802-1x user certificates from our server and receive "The 'Active Directory Certificate' payload could not be installed. The certificate request failed."

We have the "Profiles" tab restricted through Casper, otherwise we would just double click the mobileconfig file, which in my testing, has worked 100% of the time.

This issue doesn't happen all the time. Sometimes a reboot will allow it to run successfully and generate the wifi certificates
