Using building to limit / deploy configuration profiles to.

Hi, im trying to get some ipods and ipads setup fro a primary school using configuration profiles, smart device groups and limiting them to their respective building whilst excluding other buildings in the scope. But for some reason it wont fully deploy the configurations? (see attached screenshots)
